A crisis rarely arrived with a workforce plan attached to it. When uncertainty hit, leaders had to decide where people worked, which skills to protect, whom to move, what capabilities to build and, sometimes, whether jobs could be saved at all. Less visible, but equally consequential, were decisions around communication, transparency and whether people were treated as a cost to manage or a capability to protect.
