When a 2023 inspection found racism, misogyny and homophobia prevalent in a quarter of England’s fire services, many responded with positive action. Done well, this can improve representation and remove barriers to progression. But without an inclusive culture to support those changes, recruitment alone won’t solve the problem, writes Shakil Butt, FCIPD.
